Prevent scheduled cancellation if overdue payment

Prevent scheduled cancellations from going through if members have an overdue status.

This would improve the situation a lot because we can then chase the overdue payment whilst they are under a contract.

The situation would be if a cancellation is scheduled, and then a payment before the scheduled cancellation becomes overdue.
