Dont require all fields when registering someone as a staff member

Suggest Improvement

Allow staff to create users without all the required information that has been selected as needed in the form settings. This would speed up sales where users may not have all the information to hand and they could add it later.

    should inbly require the basics - name, email, cell in order to establish an account - if/when they are purchasing an actual membership, beynd a guest fee, 1 week, etc should they be required to have all the rest
